  • Regulatory Liaison Services
  • Minor Source Demonstrations
  • Major Source Determinations
  • PSD/NSR Applicability Determinations
  • Air Pollution Control Requirement Determinations (MACT, BACT, RACT, LAER)
  • GEP Stack Height Determinations
  • Emissions Inventory Preparation and Documentation
  • Compliance Plan Development

Permitting
Integrating regulatory experience and various levels of technical support allows AEC to offer efficient and cost effective permitting services for new sources and modifications to existing sources. AEC prepares air quality permit applications and related evaluations for:
  • Title V and Non-Title V Operating Permits
  • New Sources and Modifications to Existing Sources
  • Significant and Minor Permit Revisions
  • Environmental Impact Statements (EIS)
  • Sources of Hazardous Air Pollutants (Title III of the Clean Air Act)
  • Portable Sources

Some changes to existing sources may be exempt from permitting or may only require submittal of a notification to the permitting agency. AEC has the expertise and understanding of the federal and state regulations necessary to make these demonstrations and to assist you in preparing the proper notifications to ensure continued compliance.

Flexible Permit Development
Facility operators often find regulatory responsibilities burdensome and complex. Air quality permit applications must provide the information necessary for an agency to issue permits which allow operational flexibility in complying with applicable requirements. Depending on the type of permit required, the application preparation may include any of the following:
  • Pre-application consultation to determine the long-term operating needs of the facility
  • Development of a permit plan
  • Development of emission unit and facility descriptions
  • Preparation and documentation of an emissions inventory
  • Determination of the applicable permitting process and permitting requirements
  • Utilization of netting and offsetting strategies to shift to a more desirable permitting process
  • Identification of all applicable requirements
  • Assessment and documentation of the current compliance status
  • Development of plans for demonstrating continued compliance
  • Optimization of the application
  • Development of a suggested draft permit

Negotiating the conditions to a permit can be key to demonstrating compliance later. AEC personnel utilize regulatory and technical expertise to assure that final permit conditions are required by regulations, and that compliance demonstrations of these conditions are both practical and cost effective.
